The starting point
Ask the Nursing Homes Support Office what property evidence is required for the application. The valuation supports the HSE financial assessment; it does not determine eligibility or the contribution payable.
Separate the property work from the funding decision
Families often approach a Fair Deal application while arranging care and trying to keep ordinary life moving. It helps to divide the work into manageable questions. One is the value and description of the relevant property. Another is how the scheme assesses the applicant’s circumstances.
The Health Service Executive (HSE) requires supporting evidence for its financial assessment, including a property valuation where relevant. The application also involves a care-needs assessment (HSE, n.d.-a; HSE, n.d.-b). The valuer’s report supports the process; it does not decide eligibility or the contribution payable.
Check the current application requirements
Before commissioning the report, obtain the current form and any request issued by the Nursing Homes Support Office. Confirm what properties or interests require assessment and the required date and format. If a report already exists, ask whether it remains suitable.
Do not rely on an old checklist passed between families. A seemingly small mismatch can create another round of correspondence. It is better to clarify the requirement at the beginning than to discover that the report answers a different question.
Describe the full property interest
The family home may be only part of the instruction. There could be land, a second dwelling, a commercial unit, or an ownership interest shared with somebody else. The person advising on the application should identify the assets and legal interests which must be considered.
Provide plans, relevant title information, and details of occupation. Explain any access restrictions, unusual arrangements, or significant condition issues. If part of the holding is used by a family business, describe that use clearly. An assumption about ownership or possession should never be made merely for convenience.
For an older owner, arrange access with care and respect. An inspection should be explained in advance, including who will attend and which areas need to be seen. There is no benefit in making an already difficult period more confusing.
Keep advice within its proper scope
The HSE’s assessment, optional loan arrangements, and any implications for an estate raise questions beyond the market value of a property. Direct those questions to the HSE and the appropriate legal or financial adviser. A valuer should not promise a particular funding outcome.
My practical suggestion is to keep a short instruction note with the application papers. Record the purpose of the report, the property interest, the agreed date, and the contact responsible for queries. That creates a clear handover between the family, the valuer, and the adviser handling the wider application.
