Read the certificate and the advisory report
Energy performance is part of a property decision, particularly when a buyer is considering comfort, running costs, and possible upgrades. A Building Energy Rating (BER) gives useful information. It still needs to be read in context.
The Sustainable Energy Authority of Ireland (SEAI) explains the requirement for a BER certificate and advisory report when applicable, and the rules for including BER information in sales and rental advertising. Exemptions exist for specified categories of building (SEAI, n.d.). Check the actual property’s position rather than assuming an exemption.
Be aware of the 2026 change
On 24 May 2026, SEAI introduced a simplified scale of A0, A, B, C, D, E, F, and G, removing subcategories from new ratings. SEAI also states that existing certificates retain their validity for their applicable period (SEAI, 2026).
This means buyers may encounter different-looking certificates. Check the issue date and the details instead of assuming that a change in the displayed category means work has been carried out. If validity is uncertain, confirm it through the appropriate SEAI information or assessor.
The advisory report can help identify areas to discuss with an energy professional. It should be considered alongside the actual building, the intended works, and the owner’s circumstances. A generic improvement suggestion is not a completed specification or a contractor’s quotation.
Avoid a fixed price premium assumption
A stronger energy rating may matter to buyers, but a particular letter does not produce the same price effect in every location. Condition, accommodation, price bracket, competing supply, and the cost of realistic improvements also matter.
A valuation should look for relevant market evidence. It should not attach an arbitrary percentage uplift to a rating simply because the calculation looks tidy. A difference between two sales may have several causes, and the explanation should acknowledge that.
A BER is calculated using standard assumptions about the dwelling; it does not measure the current occupier’s energy consumption, so it is not a guarantee of actual bills (SEAI, n.d.-c). Nor is it a comprehensive building-condition survey. A buyer should ask separately about condition and obtain appropriate advice on proposed work.
Prepare before marketing
Locate the certificate and advisory report, establish whether they remain valid, and give the agent the correct details. If an assessment is needed, arrange it with a registered assessor. Where an exemption is being relied on, establish the supporting basis.
I would discuss upgrade spending in terms of the owner’s objective. Work undertaken for long-term occupation may be approached differently from work proposed immediately before a sale. A clear brief and reliable cost information make that conversation more useful than a promise that every improvement will pay for itself.
